Emily Jackson is running for a third term on the Talbot County Board of Education for District 4, building on eight years of dedicated service. As Board President for the past three years, she has led with a steady focus on data-driven decision-making, strategic investment, and measurable results — keeping Talbot County Public Schools a stable and competitive district where elementary schools and reading performance rank among the strongest on the Eastern Shore.
A working mother of four children who all attend Talbot County Public Schools, Emily understands firsthand what families need from their schools. She serves as Director of Development for Talbot Hospice, bringing the same compassion and commitment to her community that she brings to the boardroom.
Emily believes every student in Talbot County — whether bound for college, career, or service — deserves access to a high-quality education and a bright future.

Investing in Our Teachers
- Increased teacher salaries to help recruit and retain excellent educators.
- Strengthened support for professional growth and leadership development.
- Brought Marathon Health to Talbot County Public Schools, expanding affordable healthcare access for employees, retirees, and their families while helping reduce long-term healthcare costs.
Strengthening Academic Achievement
- Expanded reading intervention and tutoring, and supported adoption of rigorous, data-driven math and reading curriculum to improve student achievement.
- Increased the use of data to evaluate programs and guide decision-making.
- Expanded Career & Technical Education and early childhood opportunities, including CNA training and the Critchlow Adkins partnership through the Chapel District project.
Making Schools Safer
- Placed School Resource Officers in every school.
- Continued investments in school safety and security.
- Strengthened supports for student well-being through counseling and community partnerships.
More Student Opportunity
- Proudly supported the creation of the state champion Easton High School and St. Michaels High School Clay Target teams.
- Created the Superintendent's Advisory Council for middle and high school students to ensure student voices are heard.
Listening to Our Community
- Expanded opportunities for families and community members to participate through Community Listening Sessions and multiple advisory committees.
- Worked to make Board decisions more transparent and accessible.
Advocating for Talbot County
- Successfully advocated for increased state support for our schools.
- Created and continues to advocate for policies that recognize the needs of rural school systems.
- Worked with education leaders across Maryland to ensure Talbot County has a seat at the table.
The Future
The Work Ahead
While we've made meaningful progress, our work isn't finished. My priorities for a final term are clear.
Continue Raising Student Achievement
Reading and math proficiency remain the highest priorities. We'll continue investing in the programs that are demonstrating results, setting measurable goals, and using data to ensure every student receives the support they need to succeed.
Recruit and Retain Outstanding Teachers
Strong schools begin with outstanding educators. Emily will continue supporting competitive salaries, reducing unnecessary burdens on teachers and their time, strengthening the Grow Your Own teacher program, and developing future school leaders from within Talbot County.
Maintain Safe, Supportive Schools
Every student deserves to learn in an environment that is safe, welcoming, and focused on learning. Emily has become a leading voice in the state-level discussion to re-evaluate disciplinary policies, giving more autonomy back to individual districts who know their students best.
Finish Major Facilities Projects
Our schools should reflect the quality of education we expect. Emily remains committed to completing the Chapel District Elementary renovation and continuing responsible investments in facilities so students and staff have safe, modern learning environments.
Responsible Governance
Serving on the Board of Education requires thoughtful governance, responsible stewardship of taxpayer dollars, strategic planning, and the willingness to make difficult decisions. Emily will continue making decisions based on facts, data, and what is best for students.
